One key focus is simplifying bureaucracy by transitioning structural positions to functional ones, as mandated in Presidential Regulation No. 18 of 2020 on the 2020–2024 RPJMN. This study employs a descriptive method with a literature study approach to analyze the implementation of this policy in institutional, human resources (HR), and administrative management aspects. The analysis highlights three main challenges. First, institutional changes often lead to function duplication and workload misalignment. Second, in the HR aspect, gaps in ASN competency for functional roles persist, alongside negative perceptions of these positions. Third, while digitalization accelerates work processes, ASN performance management remains suboptimal. To address these challenges, a holistic approach is recommended to design adaptive policies that enhance organizational efficiency, effectiveness, and accountability. Bureaucratic reform must remain focused on improving the quality of public services, ensuring governance achieves its ultimate goal.
2025-04-25T11:00:42+07:00 Copyright (c) 2025 Journal La Sociale https://www.newinera.com/index.php/JournalLaSociale/article/view/2020 Peace Resolution Mechanism Related to Discipline and Code of Ethics Violations of the Police Profession in the Jurisdiction of the North Sumatera Regional Police 2025-04-30T09:33:21+07:00 Chalid Sitorus chalid.torus49@gmail.com Isnaini Isnaini isnaini@staff.uma.ac.id Wenggedes Frensh wenggedes@staff.uma.ac.id
This study aims to analyze the peace settlement mechanism related to violations of discipline and the code of ethics of members of the Police profession in the jurisdiction of the North Sumatera Regional Police based on the Regulation of the Head of Division (Perkadiv) of the National Police Number 4 of 2021 concerning Procedures for Peace Settlement in Violations of Discipline and the Code of Ethics of the National Police Profession. The research method used is normative juridical with a qualitative approach, which involves analysis of laws and regulations, official documents, and interviews with related parties. The results of the study indicate that the peace settlement mechanism in Perkadiv Polri Number 4 of 2021 emphasizes the principles of justice, compliance, and professionalism in handling violations of discipline and the code of ethics. The settlement process involves stages of mediation, evaluation, and decision-making involving various parties, including direct superiors and the ethics committee. However, several obstacles were found in its implementation, such as the lack of socialization and even understanding among members of the National Police. The main focus of this study is to examine the legal rules of BPJS Ketenagakerjaan, analyze the implementation of the qanun, and identify the obstacles faced in its implementation. This study uses a qualitative method with data collection techniques through interviews, observations, and documentation studies. The results of the study show that although the employment social security regulation has a strong legal basis, its implementation in Lhokseumawe City still faces challenges. The level of corporate compliance varies, where large companies have generally fulfilled their obligations, while the small and medium enterprises (SMEs) sector still has many that have not complied with the rules. Workers' awareness of the importance of social security is also still low, especially in the informal sector, which leads to a low level of BPJS Employment participation. The main obstacles in the implementation of this qanun include lack of socialization, weak supervision and sanctions for non-compliant companies, and limited human resources in supervision. To overcome this problem, strategies such as increasing education for employers and workers, stricter law enforcement, and collaboration between the government, BPJS Employment, and employer associations are needed. This study concludes that although Qanun Aceh No. 7 of 2014 has become a strong legal instrument, its implementation still needs to be strengthened so that the benefits of employment social security can be optimally felt by all workers in Lhokseumawe City.
2025-04-29T09:43:51+07:00 Copyright (c) 2025 Journal La Sociale https://www.newinera.com/index.php/JournalLaSociale/article/view/2029 The Role of Semiotics Analysis In Advertisement: Bibliometric Analysis 2025-04-30T09:32:08+07:00 Teguh Iman Prasetya teguhiman81@untirta.ac.id
Semiotic analysis in advertising plays an important role in understanding how signs, symbols and meanings are constructed and received by audiences. This research aims to analyze the development of semiotic studies in advertising using bibliometric methods with VOSviewer. With this approach, scholarly publication patterns can be mapped to identify trends, academic collaborations, as well as key topics in advertising semiotics studies. The method used in this research is a systematic literature review (SLR) combined with PRISMA-based bibliometric analysis. Data were collected from journal articles published between 2014 and 2024, then analyzed using VOSviewer software to map the linkages between concepts. The results show that the study of semiotics in advertising has experienced significant developments in the past decade, with a focus on visual and linguistic representations, mythology in advertising, and multimodality in digital media. With salaries, wages, and benefits constituting over half of these costs, a focused study on workforce and labor cost trends is essential. This study evaluates strategies to enhance the PIMS value by utilizing a mixed-method approach comprising both quantitative and qualitative data. The quantitative approach involves analyzing internal reports on workforce numbers, expenditures, and potential operational efficiencies. The qualitative approach involves studying events and phenomena within the company and analyzing them using scientific logic and descriptive methods through semi-structured interviews with managerial staff. This analysis employs the Business Model Canvas and SWOT analysis to obtain comprehensive insights. Finally, the study results will provide detailed analysis of workforce composition and costs, linking them to PIMS metric and offering strategic insights for workforce optimization. This study uses a quantitative descriptive methodology with a case study approach. Based on this methodology, it describes in detail the characteristics and phenomena present in PT Tower Bersama Infrastructure Tbk, specifically regarding the analysis of fair stock prices using the Free Cash Flow to Equity and Relative Valuation (PER and PBV) methods. Based on the calculation, a comparison is made between the intrinsic value of TBIG shares and the stock price on the stock exchange from 2018 to 2023. It can be concluded that during this period, the fair value of TBIG shares was below the stock price on the exchange, indicating that the shares were overvalued. As of July 2024, the current stock price is IDR 1,950. Based on the 2023 FCFE calculation, the intrinsic value is IDR 16,859 billion with 22 billion shares outstanding, resulting in an intrinsic value of IDR 766 per share. Since the intrinsic value (IDR 766) is less than the stock price (IDR 1,950), it is categorized as overvalued.
